What Changed
- Until October 31, 2026, tax-free shops took the consumption tax off at the register.
- For purchases from November 1, 2026, you first pay the tax-inclusive price, then have your goods checked by customs at the airport or seaport when you leave, and get back an amount equal to the consumption tax. This is the new refund system.
- It applies to purchases of 5,000 yen or more (excluding consumption tax) at the same store on the same day. The minimum amount itself hasn't changed.
What Travelers Need to Do
- Always show your passport when paying at a tax-free shop. Registering on Visit Japan Web makes the process smoother.
- To get a refund, you must leave Japan within 90 days of purchase and have your goods checked by customs.
- The customs check usually has to happen before you check in your bags, so do it before putting your purchases in checked luggage.
- Refunds are paid by the store or a refund agency the store works with. If there's a fee, the amount you actually receive may be lower.
Things to Watch Out For
- Airport refund kiosks can get crowded, so arrive at the airport earlier than usual on your departure day.
- You must take the goods out of Japan yourself. Without a customs check, you can't get a refund.
- Details may vary by store and airport, so ask store staff how the refund works when you buy.
